We specialise in film education, digital art and use media production for social, learning and creative outcomes. We’re a multi-award-winning arts and education charity that provides courses, workshops and projects across the region.
Playful, Inclusive, Creative and Supportive
Based in Colchester Essex, Signals has developed into a regional resource and facility for filmmaking and digital arts. Our community projects enable disadvantaged groups to work on production projects, giving participants digital media skills and most importantly a voice. We work with groups through the whole production process helping participants realise their potential and share their stories.

Who We Are
Rachel Hipkiss
Director Rachel has managed the company since she joined Signals in 2007 and has many years experience of working in media, education and arts. She has a BA in Film and Video and a Post Grad Dip in Arts Management.
Diane Bishop
Operations Co-ordinator Diane joined Signals back in 2007, she is responsible for administration, building and office management. She is also the lead safeguarding officer and Company Secretary.
Brendan King
Production Co-ordinator Brendan is our Production Co-ordinator. He brings eight years of experience in film production, working with companies such as Netflix, Amazon, and Sky, along with his expertise as a skilled video editor and photographer.Freelancers
Philip Clevberger
Philip is a creative producer with 18 years’ experience working in the creative industry. The last 10 years focused on innovative digital and immersive experiences for museums and galleries such as: The Imperial War Museum, The Science Museum, and The Natural History Museum.
Jamie Pascoe
Editor A freelancer with over 3 years of editing experience and filming. Currently studying BA Hons in Editing and Post Production at the University of Ravensbourne.
David Norton
Digital Artist Dave is a Creative Technologist with a background in participatory Theatre. He trained at East15 Acting School and has developed a unique practice of live performance and digital technology. His specialisms include Motion Capture, VR & AR, Interactive Artwork and runs an extensive range of education and training programs.
Jane Gull
Director Jane’s refreshing brand of social realism has earned international recognition, with her film Sunny Boy (2014) acquired by Channel 4 and TV ARTE. My Feral Heart (Audience Award Winner, Cinequest 2016) is Jane’s debut feature.
Victoria Button
Animator and Artist Vicci is based in Chelmsford and is a wonderful facilitator for all things animation here at Signals. Vicci is keen to support the growth of local creativity and has recently received commissions from Essex County Council, Abellio and Chelmsford City Council. She regularly works freelance for local arts organisations running large-scale art projects.Board of Trustees
Sarah Davies
Chair Sarah has an MBA and currently works as Museums Manager for Chelmsford City Council.
Deborah Roome
Vice Chair Deborah brings her experience as a teacher and actor to Signals.
Derek Wotton
Treasurer Derek has a background in Chartered Accountancy with over 40 years experience in financial management.
Mei Greenhalgh
Mei has 30 years of work experience in the Financial Services industry.
Rebecca Winward
Rebecca has more than 23 years of media, marketing and PR experience.
Jon Saward
Jon is a media/film producer, moving image artist and lecturer at Colchester Institute.
Julien Mery
Julien runs Film Suffolk and is the course leader for film at University Centre ColchesterSignals volunteer board members help support and develop the organisation.
